i want to make my friends biceps bigger while he is in a “T” stance with his arms flexing?

Plenty of practice with the liquify tool.
Use Filter>Distort>LIquify. A new workspace will open with your friend’s photo in it. There are tools down the left side of the workspace. Use the Bloat and Pinch tools to “cut” your friend’s guns;-)
